서한(西漢)의 선제(宣帝)때 서북(西北)에 사는 소수족 강족(羌族:티벳트계 유목민)이 한(漢)나라의 국경을 넘어 침입했다. 선제(宣帝)는 문무 대신을 소집하여 대책을 논의했다. 모두가 군사를 파견하여 침입자들을 진압하고자 했다. 그러나, 선제(宣帝)가 누구를 토벌군 대장으로 삼으면 좋겠냐고 물었지만 아무도 대답하는 이가 없었다. 이때 나이 76세의 백전 노장(百戰 老將) 조충국(趙充國)이 스스로 서한(西漢)의 토벌군 대장을 자원하였다. 몹시 만족한 선제(宣帝)가 백전 노장 조충국에게 군사는 얼마나 필요한지를 물었다. “먼저 실제 상황을 알아야 할 것 같습니다.”라고 백전 노장 조충국이 대답했다. “백번 듣는 것보다 한번 보는 편이 훨씬 더 잘 알 수 있습니다.(百聞不如一見). 그러므로 원컨대, 제가 직접 국경으로 가서 상황을 알아 볼 수 있도록 해주십시오. 그러면 모든 것을 파악하여 보고하고 그 구체적인 방책(方策)을 세우겠습니다.”
국경지역에 도착하자 마자 조충국은 현지를 살핀 후, 강나라 포로 병사들을 통해 여러 강나라 부족장들 간의 실제적 관계가 어떠한 지를 알아냈다. 그런 후 그는 조정(朝廷)에 국경지역에 군사를 주둔시켜 강나라 부족장들을 분열시키고, 사기를 꺾어 한(漢)나라와 강(羌)나라 부족간의 친선 관계를 회복하는 것이 상책(上策)임을 아뢰었다. 한선제(漢宣帝)가 윤허하여 이 계책이 실행되자, 이 계책은 좋은 성과를 올려, 한(漢)나라와 강(羌)나라 사이의 긴장을 완화시키는데 도움을 주었다.

seeing once is better than hearing a hundred times
during the reign of emperor seonje of western han, a northwestern minority nationality, the gang, intruded into the border areas of the empire. the sovereign called a meeting of his ministers to discuss what measures to take. all were for sending troops to annihilate the intruders. when the emperor asked who should command the punitive army, however, no one uttered a word.
a 76-year-old general, jochungguk, volunteered to go at the head of the western han army. pleased, emperor seonje asked him how many troops he wanted to take. “i can't say definitely before i've familiarized myself with the real situation,” replied the veteran general. “hearing a hundred times is not as good as seeing once. i beg first to go to the borders and size up the situation there for myself. then i'll report everything to your majesty and raise my specific demand.”
on his arrival at the frontier regions, the general made an on-the-spot investigation and, through the captured gang soldiers, found out about the actual relationships between the leaders of the various gang groups. he then proposed to the court the policy of stationing troops at the borders and dividing and demoralizing the gang chiefs so as to realize rapprochement between the han empire and the gang nationality. when it was approved by the throne and put into effect, this policy proved fruitful and helped to ease the tense han-gang relations.
